TCH Comments on the Federal Government’s Participation in the ACH Network

The Clearing House Payments Company L.L.C (The Clearing House) submitted comments to the U.S. Treasury’s Bureau of the Fiscal Service in response to their request for comment on a proposal regarding the federal government’s participation in the ACH network (Proposal). The Nacha Operating Rules are generally incorporated into the regulations governing federal government participation in the ACH network. The Proposal would update those regulations to add Nacha Rule changes from 2022 through 2024 aimed at mitigating ACH network risks. The Proposal would also eliminate a timing exemption that allows the Treasury Department to “future date” ACH credit entries. The Clearing House expressed support for the Proposal as it would help ensure network consistency, including by aligning the federal government’s ACH credit origination and timing practices with other participants in the ACH network.
